PERSONALITY:
"A little fear will control the minds of the common people. There's no reason to waste money on them."
Rufus is perhaps best remembered by that quote. In the original game, he is extremely ruthless, not thinking twice about sentencing Tifa and Barret to death just to rally public support and blame the WEAPONS' arrival on them. He has no qualms about kidnapping or killing anyone that gets in his way and he often does so by sending other people to do his dirty work. Although it has been shown that he is willing to confront things firsthand, he prefers to use people that are trained to do it. But despite his ruthlessness, he isn't someone that is going to go out of his way to make someone's life miserable. His motives are almost always selfish, but he's more pragmatic than sadistic.
Case of Shinra from the FFVII novels expands on his character a bit more. It explains how he survives, via an air duct in his office when Diamond Weapon attacks. It's also during the meteor crisis that the Turks show their loyalty to him, rescuing him after he's heavily injured when the air duct makes him collide with a wall. Not only that, but they search endlessly for him when he's later kidnapped by Mutten Kylegate, a former soldier from the army. The Turks stand by his side, even when the company is ruined and when he's later affected with Geostigma. It is perhaps because of that, Rufus trusts the Turks more than anyone else. He has no problems trusting them with his life, which says a lot for him. Rufus isn't someone that easily trusts other people, never fully at least. The Turks may be the only exception to this.
It can be argued that Rufus is a better person post-meteor. He's been roughed up a lot since meteor fall, which may be part of the reason for it. Rufus has lost a lot of his power and he ends up with broken ribs and a broken foot when trying to escape from Diamond Weapon. He's later kidnapped twice, beaten by a former soldier, almost dies a couple more times before contracting Geostigma. So at this point, it seems that he is sincere about having a debt to the planet and he doesn't have any interest in using Mako energy again. Rufus is later implied to be the person backing up Reeve's World Regenesis Organization. In the novel, he even helps a couple of patients affected with Geostigma, giving them something to hold onto when they were about to drown.
However, even though his goal isn't to rule the world with fear anymore, Rufus is still going to do what it takes to rebuild Shinra, even if that means using everyone around him. He's determined and he isn't someone that dwells too much over his actions or the past either, as he tells Kadaj that it is his choice to just 'forget' about what happened. Rufus still wants power and he wants his company to be a major influence again, even if it's for a better purpose. With this focus, Rufus doesn't take the time to whine or feel sorry for himself even though he's lost a lot. Rather, he says that he enjoys the challenge. He says that 'it was his time to work his own way up from scratch' when the Shinra headquarters is destroyed. Even when public opinion turns against him and the company, Rufus has no intention to give up his desire to rebuild Shinra. He knows that it will take some time, but he is patient.
If there's one thing that Rufus excels in, it is his ability to worm his way out of situations just through talking and manipulation. He can be a charming individual that brings up good points. Of course, Rufus can't stop himself from taunting his captors or enemies, but he usually tries not to overdo it to the point that they just want to kill him right away. Rufus is observant of the people around him and his surroundings and he often uses these observations to his advantage. For instance, in the novel, when a group of rebels is about to kill him, Rufus asks them what they plan to do for their future. It was a remark that hit deep, since Midgar has been destroyed and many people were left without homes since then. He has no reservations about using people's weaknesses to get them to do what he wants. When Cloud shows no interest in helping Rufus out, he brings up the orphaned children that are living with Cloud, asking 'if he wants to see them smile again.' It probably would've worked if Reno didn't blabber out Rufus' true intentions.
Image is very important to Rufus, as he always wants to appear dignified and in control. He's known as the guy that nobody has ever seen bleed or cry. Of course, he's not invincible and Rufus is well aware of that, even feeling fear at times. An example of this is when he realizes that only a thin wall separated him from the angry crowd that blamed Shinra for all their problems. However, he gets over that fear rather quickly, telling himself that it isn't the time to be intimidated by the populace.
Though not elaborated on much, Rufus does appear to have some father issues. He dislikes it when people compare him to the former president or even when they're just talking about him at all in great lengths. In Before Crisis, when Cid starts talking about President Shinra and how he still has his dreams, Rufus tells him to don't bring up his father in front of him. He's also adamant about doing things differently than the former president. Even though Rufus wants his father dead, most likely due to a mixture of disliking him and his own thirst for power, he might be aware that his father might have cared for him to some degree, especially after meteor fall. In the novel, the passcode President Shinra has for the secret door ends up being Rufus' birthday, something that he acknowledges. When he acknowledges it, he says that it is admitting defeat to his dad.
POWERS/ABILITIES:
For the most part, Rufus is an average human, but trained to survive encounters because of his status as the heir of Shinra Company. He is also shown to be a decent marksman with his sawed off shotgun and he can fire it with relative ease. Notably, he survived an encounter with Cloud Strife, most likely through evading and countering, but in the universe he's from, Rufus is far from being one of the strongest characters.
